When copying an Excel worksheet from one spreadsheet to another, how
does one copy only formulas and no values ? Using the copy, paste
special/formulas always includes the values.

Maybe a two-step process will meet your need.

1. Do an ordinary copy/paste, getting both values and formulas.

2. Get rid of the values by doing:
Edit Go to Special Constants
Hit the Delete key
