You could list the cities that you want to include
Then add a column to the main table, and use a formula to check if the
city is in the city list.

For example, Type a list of cities in cells M1:M4
In the main table, in cell J1, add the heading CityList
In J2, type: =COUNTIF($M$1:$M$4,C2)
where city is in column C
Copy the formula down to the last row of data
From the dropdown list in cell J1, select 1
