Default Modifying If Statement

Good point regarding the quotes. I tried both ways with no luck. I think
maybe I didn't apply the formula correctly or what I am looking for is not
specific enough. I created another post called called Making Blank Cells, I
think its more specific regarding what I am trying to do;I think it will
probably be easier to figure out to. Thanks for your feedback.

Are you sure you mean "11" and "12" (in quotes) rather than just 11
and 12 ?
