Default how to add 130% to a selected range of numbers ?

You're also "SHOUTING" by using all caps...

One way:

Enter

1.3

in an empty cell. Copy the cell. Select the cells you want to apply the
increase to. Choose Edit/Paste Special, selecting the Values and
Multiply radio buttons. Click OK.
