Right click on the other axis, choose Format...
On the tab that allows you to enter scale parameters, find 'Axis Crosses At'
or perhaps 'Category Axis Crosses At' (depending on version) and enter 5 in
the box. This will position the crossing axis at 5. The bars will start at
this vertical line and move left or right to the values.
If you want the bars still to begin at zero, consider adding a line:
