Try...

=SUMPRODUCT(--(H2:Z2="PM"),--(H3:Z3="h"))

If you plan to enter the formula in A3 and copy it down the column, try
the following instead...

=SUMPRODUCT(--($H$2:$Z$2="PM"),--(H3:Z3="h"))
