Default How do I use conditional formatting to set text height and indent.

When creating spreadsheets in Excel, I always want a top, bottom, left &
right indent on each cell (say 2px). I also want each cell to auto-size to
fit the amount of text that it contains. I don't want to have to set these
parameters each time I create a document. Can I use conditional formatting to
create a "template" or "rule" for future use? Is there a more efficient way
to to this?
