Consider using two cells.

Say the drop-down is in cell A1 and it reference Z1 thru Z10. Use Z1 thru
Z9 as the normal choices and in Z10 put:

=B9

So if the user want there own value (rather than the pre-canned list), have
them fill-in B9 and it will appear as a valid drop-down choice.
