Try this,

=SUMPRODUCT((MONTH(A1:A20)=1)*(B1:B20="Repudiated" ))

In parctice Id use cell references for the criteria

=SUMPRODUCT((MONTH(A1:A20)=C1)*(B1:B20=D1))
