Try amending just this condition:
=AND($B1TODAY(),$B1<=TODAY()+60) <- Flags Red
to: =$B1<=TODAY()+60

I posted a thread earlier:
"If i have a date in column A and have a formula that calculates 90 days
from that date to Column B and I want to add conditional formatting to Column
B that flags 120, 90, and 60 days from the column B date how would I go about
doing that?"
I receved the following (which works great):
=AND($B1TODAY(),$B1<=TODAY()+60) <- Flags Red
=AND($B1TODAY()+60,$B1<=TODAY()+90) <-Flags Orange
=AND($B1TODAY()+90,$B1<=TODAY()+120) <-Flags Yellow
But I need the 60 days to go beyond that, how would I do that? (i.e. The
date in Column B is 1 Dec 08 how do i get the flag to stay red after the date
has passed so that i know it is now overdue.) Would i have to do an
additional CF to the cell?
