You need to say more.

- Are you scrolling with mouse scroll wheel?
- Are you scrolling with the scroll bars?
- Have you checked Scroll Lock?
- Is it every spreadsheet? (try a new, blank one)
- Do you have any specialized settings you use? Like Accessibility
Control Panel? Or a fancy mouse with its own software?
