With your headers in A1:D1 and values in A2:D2:

E2=MAX((A2:D2)*(A2:D2<=E2))

E1=INDEX(A1:D1,1,MATCH(F2,A2:D2,0))

E2 is an array formula, E1 is not.

This is an array formula which must be entered by pressing CTRL+Shift+Enter
'and not just Enter. If you do it correctly then Excel will put curly brackets
'around the formula {}. You can't type these yourself. If you edit the formula
'you must enter it again with CTRL+Shift+Enter.
