There is nothing in Excel equivalent to Visio's Pan & Zoom window, which is
what I suppose you are refering to? Consider that a Visio page is relative
small, the Pan & Zoom is provided so that if the zoom factor is high you can
navigate the single page relatively easily. In Excel a single sheet is huge
65,536 rows X 256 columns, in 2003 and about 1,048,000 rows X 16,374 columns
in 2007.
On the other hand we do have a couple of Zoom options in Excel depending on
the version you are using and that zoom runs from 10%-400%.
To navigate quickly, even between sheets, you can use range names, the more
descriptive the better. In addition to using the Name Box drop down to see
the possible choices as mentioned already, you can press F5 and see a list of
range names, which when double-clicked take you directly to the desired
range. You can also type cell addresses into the Name Box and navigate
directly to them, for example typing in Z10000 takes you directly to that
cell, or typing in F10:G20 selects that range.
You can keep track of your favories set ups using Custom Views as mentioned
in the previous email, you can also save various sets of data as Scenarios.
You can also setup hyperlinks to any area of your spreadsheet, or formula
links that can be used to quickly navigate to cells by pressing Ctrl+[ or
Ctrl+{

general area in the navigation window to quickly move to the actual region

scroll right or left to get to regions in a big spreadsheet you are
