Not a bug but a feature.
To turn it off: Tools | Options ; open Edit tab; unselect "Extend Data Range
Formats & Formulas"

If you type 1 in row A11 the sum in cell A17 show 1 and now the formula in
cellA16 change himself and show 11 instead of 10.

Do you have a patch for this or this is new ?
