Assuming that date/time is in A1, put this formula in B1:

=DATE(LEFT(A1,4),MID(A1,5,2),MID(A1,7,2)) + TIME(MID(A1,9,2),RIGHT
(A1,2),0)

and format the cell using a custom format of "mm/dd/yyyy hh:mm".

Copy down as required.
