I have suggested If(B1="","",B1*2), but he doesn't want to use this and
would prefer Excel to see B1 as a blank cell.


But B1 isn't blank, it contains an empty string.

You could use IF(LEN(B1)=0,"",B1*2) but you can't use ISBLANK() on a cell
that is not blank.
