Select the range, eg A2:A10 (A2 active),
then apply CF using Formula Is:
=AND(A2<B2,ISNUMBER(B2))
Format to taste Ok out

The ISNUMBER(B2) is an additional precaution
to avoid spurious triggers caused by possible text entries in col B
