Use
=WORKDAY(DATE(YEAR(A1),MONTH(A1),1),4,Holidays)

Where the range named Holidays contains the holiday list
If you don't care about holidays then use
=WORKDAY(DATE(YEAR(A1),MONTH(A1),1),4)
and copy down...

Workday returns the working after N number of days from the date
=WORKDAY(date,N) if holidays are not used...
