If you want values in row 74 from Col C onwards in Col A starting at Row 75
then enter this in A75 and copy down;
=INDIRECT("R74C"&(ROW()-72),FALSE)

If you want to start at A1 then enter this in A1
=INDIRECT("R74C"&(ROW()+2),FALSE)

Basically whereevery you start ROW()+n should give you 74..

To transpose Col to Row use a formula like
=INDIRECT("A"&(COLUMN()))
