It doesn't work with ranges, eg: '[2008.xlsb]Play-Off'!$I$3:$I$4
it has to look something like this: =IF('[2008.xlsb]Play-Off'!$I$3="", ...

You gave me the clue - it's a merged cell that it is referencing and
not actually a range
