Assuming column B cells are unlocked and the sheet is protected with
password "justme", as you enter data in column B, the cell will become
locked.

ActiveSheet.Unprotect Password:="justme"
N = Target.Row

ActiveSheet.Protect Password:="justme"
Application.EnableEvents = True
