A1 will color red ( using CF) if N1 is under zero.
A2......................................if N2 is under zero.
Now, if N3 for example is zero or more, then A3 WILL REMAINED the same.
Or if N4 is empty(no values or a letter) then A4 WILL REMAINED the same.

and select no Color and in Condition 2 use:

=OR(N1="",N1=0)

Color all names RED in column A if column N values goes under 0 (zero).
A=names
N=numbers
Also if there is no values(empty)
in column N, name in column A will remain the same.
Hope someone help me ( is a short one) however at this point any
formula
will do.
