Default row re-numbering

Presumable, you are referring to the true row numbers to the left of the
spreadsheet. These cannot be changed (Unless someone has a crazy macro out
there), so you won't have to worry about another user changing them.

If you mean you've placed row numbers in column A, just start them at row 2...
