Excel treats time as a fraction, the portion of a day. The date is the whole
number part of a value.
Even though 1 am is two hours after 11 pm, it has a value much smaller. To
make this work you should either use a date and time, or add 1 to the times
equal to or after midnight.

from 9pm (bottom) up to 11am. The X axis should be dates. I can get this
far but the chart will not plot anytime 12am - 11am. It will only plot
