Default Y axis

Do you change the number, then check the box? The box says Auto, and
checking it lets Excel use whatever value it automatically calculates.

original value as if I had not changed it.

To swap primary and secondary Y axes, you need to have both primary and
secondary X axes, at least temporarily. Format the scale of each
