Default Drawing Tools Arrows

I checked another post and it mentioned trying ctrl/6 to activate. On my
quick access tool bar office 2007 I have put both the Shapes icon and the
Arrows icon that I found by going to excel options and all commands. When I
tried the ctrl/6 it affected the shapes icon turning it both on and off but
the arrows icon remained unchanged (off).
In another post someone mentioned protections on the worksheet or workbook
but I didn't see any protections checked on either. Another possible clue is
when I look at the line styles options - arrows are not listed - I found it
elsewhere.
