As the first IF checks for <25, the formula will only evaluate the
second IF if the condition is not satisfied, i.e. B14+B15 must be
greater than or equal to 25, so you don't need to test for that
explicitly. Hence, your formula becomes:

=IF(B14+B15<25,1,IF(B14+B15<40,2,IF(B14+B15<75,3,5 ))*)
