Default Wildcards in If statements

I have cells that contain an alpha character followed by 2 astrisks (i.e.
A**, B**, ...). I also have cells that have an alpha character followed by 2
numbers (A09, C08, ...). I would like to do an if statement to find and
replace the cells with the alpha character and 2 astrisks (i.e. A**, B**,
....) and change them to the alpha character followed by the word total (A
Total). I have tried the following if statements but neither is returning
the correct result. Any suggestions?

=IF(A21="*~*~*","* Total",A21)
=IF(A21="?~*~*","* Total",A21)
