Slight error. Formula should be:

=SUMPRODUCT((MONTH(ROW(INDIRECT(StartDate&":"&EndD ate)))=2)*
(DAY(ROW(INDIRECT(StartDate&":"&EndDate)))=29))0

The SUMPRODUCT function returns the number of Feb 29's from StartDate to
EndDate inclusive.
