Looks like you are short some serious context here. :)
Are you thinking that the 'B' means 'billion' (for one of the values of
billion) ? This might be so in (say) finance (as is often done using M for
million) ... but while common, it is still wrong. :)

You need to read it in context, ... and if possible, you should ask the
writer what they meant to say so everyone is clear. :) :)
