Close any instances of excel that you can see.
Hit ctrl-shift-escape to start the taskmanager.
Look on Applications Tab for Excel and end any tasks that you see.
Look on the Processes Tab for Excel.exe and end those processes.
Then open windows explorer and try to delete the file once more.
Another thing you can try:
Shut down your computer and restart it.
That should make sure that is excel is not running.
Then try deleting the file.
I would think that this would work unless you have something that starts excel
when your pc boots (like in the windows startup folder???)

The exact message states 'The action can't be completed because the file is
open in Microsoft Office Excel. Close the file and try again.' However Excel
is not obviously in use. I can not see how to close the file or Excel. This
happens when I try to delete the file.

Thanks for your email.
I have Vista Home Premium, but I think I have located the relevant file.
When I try to delete it, I get a message saying that this cannot be actioned
because Excel is open.

How do I deal with this?
