Default How to format a number in Indian style in Excel?

I am using Office 2000. My problem is that I want to display a number in
Indian style. For e.g. a number such as 158276185 is displayed as
15,82,76,185 in the Indian accounting system. The option given in Excel will
format the above number as 158,276,185. I tried a custom number format
(##","##","##","##0) which resolved the issue but created problems if the
number of digits are less. For e.g. a number such as 185 would be displayed
as ,,,185 (i.e. three commas were prefixed to the number while the same were
not required). I would be grateful if a solution is provided for the above
issue.
