Default Is this even possible?

=IF(opening_date<=TODAY(),publicity_costs_value,"" )

etc., as an example.

Bear with me as I try to explain.

On my cash flow sheet, I have a list of store locations that will open
through different times in the next three years.
What I'm trying to do is have the document recognize when a store opens to
automatically generate one-time expenses. (I've already plugged in all the
function and formulas for monthly expenses through a 'Values' sheet within
my
workbook)

Each store location has a potential opening date. I don't want to manually
input the one-time charges in case those dates change for one reason or
another.

Is there a function that would recognize the date and input the correct
amount in the right column?

Thanks,
