Default CountA - using two columns of data

Maybe something like this:

Priority 1
=SUMPRODUCT(--(B2:B10=1),--(C2:C10="ACME"))
=SUMPRODUCT(--(B2:B10=1),--(C2:C10="JONES"))

Priority 2
=SUMPRODUCT(--(B2:B10=2),--(C2:C10="ACME"))
=SUMPRODUCT(--(B2:B10=2),--(C2:C10="JONES"))
