An XLR file is a Microsoft Works spreadsheet and not an Excel workbook.
It's been a long time since I've dabbled in Works so I can't say without a
doubt that you can save a Works spreadsheet as an Excel workbook, but you
should be able to open it.
Check out the following Microsoft web page for all the gory details:

Some of the Excel worksheets that are saved show up as an xlr file and the
result is that Excel will not open the file. can someone explain why? What
is the determining factor for an Excel file remaining an Excel file or
becoming an XLR file? Thanks
