Default Product of Hrs & minutes times rate per hr to give a cost

If your hr:mm:ss really is a number formatted as a time, then you probably
just need to multiply your result by 24 and format the result as currency.
The reason for multiplying by 24 that 1 represents a day, so an hour is 1/24,
but you need to get the number of hours.
