Default How to create & delete sheets in a shared Excel workbook?

Our office shares Excel as an appointment book. Only 1 person can make
changes at a time and this is fine however, recently noone can make changes
at all. When I try to delete a sheet (a day of appointment book), it is grey
so it's not an option. When I try to create a copy I get the following
message: " This command is not available in a shared workbook". These actions
have never rejected me the past. Pleeeeease help me
