My interpretation is:
If M2 = 0 then 0
If M2 0 and <8 then M2
You're missing that test and a cell reference can't be used in an array
constant.
The easiest way to do this is to create a 2 column table:
...........A..........B..........
1........0..........=M2
2........8.........LOW Rating
3.......10........MEDIUM Rating
4.......12........WARNING High Rating
5.......16........STOP You have reached EXTREME
Then:
=IF(M2="","",VLOOKUP(M2,A1:B5,2)
