Default Conditional Summing

It would simplify your problem greatly if you had the date in *every* Row
with data in it. You could then use SUMPRODUCT():

=SUMPRODUCT((A2:A8=DATE(2008,4,28))*(C2:C8=216)*D2 :D8)
