assume credits are negative
=if(h3<0,h3,if(and($Q$2=$G3+1,$Q$2<=$G3+30),h3,"" ))

Or

if(or(h3<0,and($Q$2=$G3+1,$Q$2<=$G3+30)),h3,"")
