If you mean entering any date from the end of the previous pay period up to,
but not including, the last day of the present pay period then try:

=TEXT((C4-7)-MOD(C4-7,14)-6,"mm/dd/yy")&" -
"&TEXT((C4-7)-MOD(C4-7,14)+7,"mm/dd/yy")
