You need to remember that 57% is 0.57. You have asked it to round to zero
decimal places, so you've rounded it to 1.0, hence the 100%.
If you want to round to the nearest 1%, that is 2 decimal places, so change
your =ROUND(D12/H13,0) to =ROUND(D12/H13,2)
