Default Buttons for Minimize, Restore and Close missing from Workbook

If you can see the titlebar where those buttons usually show up, then maybe the
workbook is protected.

In xl2003:
Tools|Unprotect workbook
You may have to provide a password.

Tools|Protect workbook and checking "windows" is one way to stop users from
resizing the windows.

If you can't see that titlebar, maybe you can rearrange the windows so that the
title bar is visible:

Window|arrange|tiled
and resize them the way you like.

Just for clarification these buttons are the standard buttons at the top of
every window. I have tried adjusting the security settings and I also
deleted the temp files that were in the same folder, all with no success...

Any suggestions will be greatly appreciated.
