Default Lock Cells

When I lock 2 cells that are next to each other (C13 and C14 for example) and
then insert a new row (between C13 and C14), the new cell (C14) is locked as
well, which is not what I want. How do you insert a row bewteen 2 locked
cells and have that new row have no locked cells???
