If the target ranges are located at the same place on each sheet, for
example D2:D100 on each sheet, try...

=SUMPRODUCT(COUNTIF(INDIRECT("'"&$A$2:$A$4&"'!D2:D 100"),"171"))

....where A2:A4 contains the sheet names.
