Default HOW DO I PROGRAM EXCEL TO HIGHLIGHT A PERCENTAGE THAT IS OVER 90%?

Use conditional formatting. FormatConditional formatting... Highlight the
cells and choose 'cell value' and 'greater than', then enter .9 in the box
