Select the entire sheet (A1 active)
then apply CF using Formula Is:
=OR($A1="Highway",$A1="Highway Line")
Format to taste Ok out

Test it out. Input in any cell in col A, either: Highway or Highway Line.
This will trigger the formatting for the entire row.
