What is this supposed to mean

do you actually have quotations within the text string itself in P27:P52? If
so you need to use

or
=SUMPRODUCT(--('Nov 07'!P27:P52="Alcohol Leek"""" Concern Other

if you are looking for either Alcohol Leek OR Concern Other Leek
