Default Indirect Function

If the sheet name has spaces your formula won't work whereas if the sheet
name does not have spaces it will still work with the appended apostrophe so
yes it is a good design of having those
apostrophes included in all INDIRECT formulas that use sheet names

Is the initial "'"& needed?
Why not just
=INDIRECT($C$16&"'!"&ADDRESS(ROW(B2),COLUMN(B2)))
or
=INDIRECT($C$16&"'!"&CELL("address",B2))

I am guessing that this is what you want

=INDIRECT("'"&$C$16&"'!"&ADDRESS(ROW(B2),COLUMN(B2 )))

or better

=INDIRECT("'"&$C$16&"'!"&CELL("address",B2))

then copied down it will return what's in B2, B3 and so in the sheet
named in C16

I have an indirect formula that I am trying to get working. See below for
formula.
=INDIRECT(" ' "&$C$16&"!"&ADDRESS(ROW(B2),COLUMN(B2)))
With this formula I want to be able to pick up values from a list which
are
names of different tabs in the workbook. When the name is picked it will
show
the values which are on each tab. If anyone can figure this out I would
be
very grateful. Thanks in advance.
