Let's say A1:A11 contains the numbers 90 through 100

1. Highlight the entire range
2. Go to Format, Conditional Formatting
3. Choose Formula Is, type "=AND(A195,A1<100)" (without quotes)
4. Click Format, Patterns tab, choose appropriate color
5. Click OK twice.
